Initial Teacher Training (ITT) Grant
On behalf of the Secretary of State for Business, Innovation and Skills (BIS), the Institute for Learning (IfL) is charged with disbursing the grant for the Initial Teacher Training (ITT) of teachers and trainers working in the further education and skills sector. IfL will pay a flat rate Fee Grant of £400 to FE ‘Employers’ (FE Colleges; Work Based Learning providers and Adult Community Learning providers) for each trainee teacher enrolled on a part-time Diploma level ITT course.
The grant is a BIS contribution to the fee costs of part-time, in-service ITT courses and has been brought in to mitigate the impact on teacher supply of changes to wider student support arrangements. All FE teachers and trainers are now required to gain the qualification appropriate to their teaching role.
The IfL is charged to ensure that any grant from the Secretary of State is used only in accordance with the terms of the Grant Funding Agreement.
The Grant Funding Agreement requires IfL to take such steps as the Secretary of State may require from time to time to be satisfied that the systems of financial and manpower control and the management and administration of the grant are such as to fulfil its objectives. IfL is expected to comply with the recommendations of the Public Accounts Committee or other Parliamentary authorities as accepted by Her Majesty's Government, and with such administrative and financial practices applicable to the expenditure of public funds as notified to it by the Secretary of State.
If any employer claiming the ITT grant is subsequently found to not comply with any of the terms, conditions and requirements for its payment the IfL may, on behalf of the Secretary of State, by notice in writing require the employer to repay all or any part of grant paid to it under this Grant Funding Agreement.
IfL will maintain a sound system of internal financial controls, and shall require its external auditors, as part of their audit, to report on the adequacy or otherwise of that system. The IfL will also take adequate measures to safeguard itself against fraud and theft. All cases of fraud or theft, whether proven or suspected will be referred to the Secretary of State. The IfL is responsible for ensuring that the systems governing the grant provided by the BIS are subject to independent review in order to obtain an assurance on the adequacy of the system of internal control and safeguards against fraud.
*The current ITT grant agreement is valid only for courses that started from September 2010 and for the remainder of the 2011/12 financial year.
